Curtis L. Beulah was born July 15, 1956 in Milford, Delaware, the eldest child of 5 siblings. Through very humble beginnings in his childhood and teenage years, Curtis helped support his family financially.  After moving around the country in his early childhood, Curtis’ family settled in Sussex County, Delaware when he was age 11. Curtis became widely known as a talented football and track star at Milford High School. He graduated from Milford Senior High School in 1975. After High School, he joined the National Guard for 2 years and later enlisted in the U.S. Army where he served in Germany, Ft. Sill, Oklahoma and Panama before being transferred to Aberdeen Proving Ground, Maryland in 1987. His military service honed his skills and sharpened his drive to be successful. Curtis took numerous college business management courses to prepare him for establishing his own business. In 1987 in Harford County, Maryland, he started his financial services business that continues to this day. Curtis is an independent Wealth Manager with Investacorp, Inc. He and his wife, Jean, work together in the business to assist their clients in managing their financial resources.

Curtis, active in local politics, helped various quality candidates in their 2010 and 2012 election campaigns. His desire to make a difference motivated him to run for Harford County Council in September 2013. He was elected Councilman of Harford County Council District F on November 4, 2014 and re-elected November 6, 2018.  As the Councilman from District F, he represents constituents in Abingdon, Creswell, Cedarday, Riverside, Belcamp, Perryman, the Aberdeen Area of Aberdeen Proving Ground and Havre de Grace.  Becoming a County Councilman has been a great opportunity to help and interact with constituents.  It has given Curtis a first-hand education in local government from the ground up.  Curtis enjoys helping people and making a difference in his community.  As a Councilman, his responsibility is to evaluate issues and make the best decisions possible to help Harford County to use its resources wisely and represent Harford County constituents and their concerns.

Curtis spearheaded the establishment of the “Hope for the Homeless Alliance” to coordinate resources between Harford County Government and the Faith-Based community to address the issue of homelessness in Harford County.  In 2015, Curtis was appointed by Governor Larry Hogan to serve on the Critical Areas Commission of the Chesapeake Bay and re-appointed in 2018 to the position.  Curtis is Chairman of the Board to memorialize Sgt. Alfred B. Hilton, Harford County’s only Congressional Medal of Honor recipient.  Curtis serves as a Board Member of the Citizens Care Nursing Home, the Harford County Public Library, the Mental Health & Addictions Advisory and County Council Liaison to the Harford County Board of Education and the Rt. 40 Business Association. Curtis is a 2015 graduate of the Harford Leadership Academy and a 2017 Graduate of the Academy for Excellence in Local Governance from the University of Maryland. 

Curtis is a husband, father, and grandfather. He is an active member of Oak Grove Baptist Church in Bel Air for the last 22 years. He and his wife, Jean, live in Abingdon.  Together, they have 6 children and 8 grandchildren.
